Policy Developer Implementation Agenda

On September 25th, the Regional Council of the Drenthe Labor Market Region adopted the multi-year agenda for the next five years. This agenda sets out the ambition for the AMRD to be the primary point of contact for all labor market issues in the region within five years, actively engaging with the needs of employers and employees. Together, the partners will ensure a labor market that works for everyone.

This ambition is supported by formulating quantitative policy goals along the economic, social, and educational lines. We are committed to a strong, resilient Drenthe economy as a foundation for broad prosperity, with stable employment, productivity, innovation, and collaboration at the core. We also strive for an inclusive labor market in which talent development, positive health, and personal autonomy are paramount. Education is the key to a flexible and future-proof labor market, with a strong learning culture and lifelong learning (LLO) for everyone.

What are you going to do?

The multi-year agenda must be translated into an implementation agenda for the next two years (2026-2027). This implementation agenda must be submitted by February 1, 2026, and includes:

  • Problem analysis and reason why actions are needed.
  • Objectives and priorities for the next 2 years.
  • Concrete actions, projects and interventions including:
    • Timelines
    • Involved partners
    • Intended results
    • Relationship between actions/projects
    • Financing (costs and coverage)
    • Monitoring and evaluation
  • Involve all relevant stakeholders and ensure commitment and support (official and administrative).
  • Attention to preconditions such as data sharing, monitoring and evaluation.
  • Insight into regional, sub-regional and local implementation options.
  • Coordination with national, regional and sectoral initiatives and bundling of opportunities.

What are you bringing?

  • HBO+/WO level
  • Experience with policy development and drafting implementation agendas
  • Knowledge of the labor market, economy, social domain and education
  • Strong communication skills
  • Independent and results-oriented work
  • Pré: experience with stakeholder management
  • Pre: familiarity with the stakeholders involved
  • Pré: Seniority and experience in complex administrative experience

The requirements

The proposed candidate has the required diploma or certificate: specification to be entered manually by consultant
Experience in drawing up implementation agendas or policy plans
Pre-familiarity with the stakeholders involved
Seniority and experience in complex administrative experience
